Il progetto, finanziato dalla Direzione Generale – Migrazione e Affari Interni della Commissione Europea e coordinato da ICF Consulting Services ((https://ec.europa.eu/home-affairs/what-we-do/policies/legal-migration/fitness-check_en), ha lo scopo complessivo di fornire input utili all’UE per riflettere e ripensare il proprio modello attuale di gestione della migrazione legale e definirne uno che sia più coerente ed efficace. In particolare, FIERI ha avuto l’incarico da parte di ICF, nell’ambito della Task II del progetto, di esaminare come gli Stati Membri abbiano attuato le direttive su migrazione e valutare in che misura l’acquis comunitario sulla migrazione legale sia stato correttamente recepito e implementato. La Task II fornirà anche un contributo alla valutazione dell’efficienza e dell’efficacia dell’acquis su migrazione legale (Task IV). Infine, la Task II dovrebbe sostenere il monitoraggio della Commissione sull’attuazione delle direttive su migrazione, consentendogli di individuare i casi di applicazione inappropriata e di adottare misure adeguate per correggerle.
EN. ICF Consulting Services Ltd (ICF) has been contracted by Directorate General – Migration & Home Affairs to undertake the Study in support of a Fitness Check & Compliance assessment of Existing EU legal Migration Directives (https://ec.europa.eu/home-affairs/what-we-do/policies/legal-migration/fitness-check_en). The overall purpose of the study is to provide inputs, through research, evaluation and a public consultation, to further reflection on whether the EU should rethink its current model to manage legal migration and define one that is more coherent and effective. In particular, FIERI has been subcontracted by ICF to undertake the Task II – assessment of the legal and practical implementation of the Directives in the Member States. The purpose of Task II is to examine how the Member States have implemented the legal migration Directives, to assess the extent to which the EU legal migration acquis has been correctly transposed legally and whether the acquis has been correctly applied in practice. Task II will also provide input to the assessment of the efficiency and effectiveness of the legal migration acquis in the evaluation (Task IV). Finally, Task II should support the Commission’s monitoring of the implementation of the legal migration Directives by enabling it to detect cases of incorrect application and to take adequate steps to redress them.
